HIDTA INVESTIGATIVE SUPPORT CENTERS

The HIDTA Program establishes Investigative Support Centers (ISCs) in designated areas specifically to create a communication infrastructure that can facilitate information-sharing between Federal, state, local and tribal law-enforcement agencies. Information gleaned from the collection, evaluation, analysis, and synthesis of intelligence must be shared in order to reduce production, transportation, distribution and demand of illegal or abused drugs. Cooperation in sharing and deconflicting strategic and operational intelligence is critical for successfully reducing the international and domestic drug problem.

The North Central HIDTA Investigative Support Center (ISC) was established in 1998 with the start of the North Central HIDTA and is the primary of two ISCs in our region located in West Allis, WI. The ancillary ISC is located in Minneapolis, MN and was formulated in February 2017 in support of various HIDTA funded task forces in five designated counties in the Minneapolis/St. Paul Metropolitan area. These two ISCs work together to provide superior criminal intelligence and investigative case support to the HIDTA initiatives and participating agencies in Minnesota and Wisconsin.

WISCONSIN ISC

North Central HIDTA’s primary ISC provides deconfliction services, analytical case support, information sharing, and intelligence production for the NCH-WI designated counties of: Brown, Dane, Eau Claire, Kenosha, Milwaukee, Racine, Rock, and Waukesha as well as non-HIDTA designated counties as needed. The ISC is co-managed by a civilian ISC Manager as well as a DEA Intelligence Supervisor and operates through a cooperative partnership of civilian analysts, Wisconsin National Guard – Counter Drug Program analysts and DEA Intelligence Research Specialists.

MINNESOTA ISC

North Central HIDTA’s ancillary ISC provides deconfliction services, analytical case support, information sharing, and intelligence production for the NCH-MN designated counties of: Anoka, Dakota, Hennepin, Olmsted, Ramsey, St. Louis, and Washington Counties. These counties along with the MN National Guard Counter Drug program all have intelligence analysts assigned and collocated within the MN-ISC to provide real time investigative case support and analysis.
